Solutions, LLC, for provision of HIV Community Engagement and Needs
Assessment Services, for the term May 15, 2023, through April 14, 2024, for
an annual amount not to exceed $175,000, renewable for one additional
two-year term. |

Section 3.4.114, authorize the County Procurement Officer or Deputized
designee to exercise a contingency contract cost increase, in an amount not
to exceed 10 percent of the Contract amount for the first year of the
Contract, for the entire term of the Contract, including renewals, and within
the scope of work set forth in the Contract. The use of this contingency
contract cost increase is subject to approval requirements established by the
County Procurement Officer. |

SUMMARY:
Approval of the Contract with
Copeland Equity and Impact Solutions, LLC dba Equity & Impact Solutions,
LLC will allow for HIV community engagement and needs assessment services to
improve access to HIV Care and prevention services for the African
American/Black population.
BACKGROUND
INFORMATION:
On November 16, 2020, the Health
Care Agency (HCA) was awarded $1,263,239 annually in grant funding for a
five-year project period (August 1, 2020 - July 31, 2025) from the Centers for
Disease Control and Prevention (CDC) for the project titled, “Integrated HIV
Programs for Health Departments to Support Ending the HIV Epidemic in the
United States” through the California Department of Public Health, Office of
AIDS (OA). Your Honorable Board of Supervisors (Board) approved HCA to accept
this grant award on December 8, 2020. The goal of the Ending the HIV Epidemic
(EHE) initiative is to reduce new HIV infections in the United States to less
than 3,000 per year by 2030. CDC EHE initiative funding requires that programs
and services are developed and implemented with input from populations affected
by HIV to ensure the goals of the EHE initiative are met. In Orange County,
this includes the African American (AA)/Black population as they are
disproportionately impacted by HIV. Furthermore, the proposed community engagement
and needs assessment activities are part of the HCA’s approved EHE CDC work
plan.
The proposed contract will address
disparities in health outcomes along the HIV Continuum of Care, improve access
to HIV care and prevention services, and increase participation in the HIV
community planning process among populations disproportionately impacted by the
HIV epidemic in Orange County, specifically AA/Blacks. This is a sole source
contract as Copeland Equity and Impact Solutions, LLC dba Equity & Impact
Solutions, LLC (EIS) was identified through consulting with the OA and federal
partners, including a technical assistance provider which indicated that EIS is
currently the only organization in the Southern California region that has
expertise in HIV/AIDS in the AA/Black community that can provide the requested
services, specifically culturally relevant HIV-related community engagement and
needs assessment services.
Scope
of Services
HIV community engagement and needs
assessment services shall focus on AA/Black people living with HIV (PLWH) or at
risk of HIV who reside in Orange County. Activities shall also prioritize key
stakeholders including HIV service providers and community, civic and/or
faith-based organizations who represent and/or serve AA/Black communities in
Orange County. Services to be provided include:
- Needs
assessment activities, which include surveys, focus groups, key informant
interviews and a community forum to inform the delivery of, and improve access
to, HIV care and prevention services for AA/Black populations in Orange County.
- Development
of a comprehensive needs assessment summary report and community mobilization
strategy to engage HIV service providers, AA/Black community-based
organizations (CBOs) and other key stakeholders to respond to findings and
recommendations from needs assessment activities.
- Partner
(subcontract) with AA/Black CBOs in Orange County to support community
engagement and needs assessment activities, including implementation of a
community forum and building the community’s capacity in the HIV needs
assessment and community mobilization process. The funding amount allocated to
subcontract(s) is $25,000. Subcontract(s) will be submitted for review and
approval to the HCA Contract Administrator to ensure all applicable contractual
requirements are satisfied.
Performance
Outcomes
Outcomes goals are established in
accordance with quality improvement principles and align with Health Resources
and Services Administration (HRSA) HIV/AIDS Bureau guidance for increasing
access to and quality of HIV services. Outcomes goals also take into
consideration performance trends, specifically viral load suppression outcomes
of the AA/Black population in Orange County from prior years. Furthermore, the
goal to improve viral suppression among AA/Black PLWH supports the National
HIV/AIDS Strategy goal to reduce HIV-related health disparities and health
inequities. The Ending the HIV Epidemic (EHE) Steering Committee reviews
outcome measure data and informs the development of outcome goals which are
established by either keeping the goal the same as the previous year or
increasing the goal by up to two percent.
The intended outcomes of HIV
community engagement and needs assessment services are to improve health status
and increase access to available services, specifically increase the percentage
of AA/Black PLWH who achieve viral load suppression from 66.4 percent to 68.4
percent and improve access to HIV prevention services for those at risks for
HIV.
Viral load is an indication of the
amount of active HIV in the blood; a suppressed viral load is an indication of
improved health and reduces the risk of HIV transmission.
EIS may subcontract, with HCA program
approval, for a portion of contracted services to include proposed community
engagement and needs assessment activities. See Attachment B for Contract
Summary Form.
The County of Orange Preference
Policy is not applicable to this Contract.
HCA has verified there are no
concerns that must be addressed with respect to Contractor's ownership/name,
litigation status or conflicts of interests.
The contract with EIS does not
provide for Workers’ Compensation Insurance coverage, which varies from the
County standard. CEO/Risk Management has approved the Waiver for Workers’
Compensation Insurance. See Attachment C for Risk Assessment Form.
HCA requests that that Board authorize,
pursuant to Contract Policy Manual Section 3.4-114, the County Procurement
Officer or Deputized designee, to exercise a contingency contract cost increase
in an amount not to exceed 10 percent of the contract amount for the first year
of the contract, for the entire term of the Contract, including renewals, and
within the scope of work set forth in the contract. The contingency provision
would be exercised in the event there is an increase in the projected services needed
for the clients being served. The use of this contingency contract cost
increase is subject to approval requirements established by the County
Procurement Officer.
HCA requests that the Board approve the
Contract with Copeland Equity and Impact Solutions, LLC dba Equity & Impact
Solutions, LLC, as referenced in the Recommended Actions.
FINANCIAL
IMPACT:
Appropriations for the Contract are
included in Budget Control 042 FY 2022-23 Budget and will be included in the
budgeting process for future years.
The proposed Contract includes
provisions allowing HCA to terminate the Contract, reduce the level of
services, and/or renegotiate the levels of services provided, as necessary.
