RECOMMENDED
ACTION(S):
Authorize the County Procurement
Officer or Deputized designee to execute Amendment Three to Subordinate
Contract with GoForth & Marti, dba GM Business Interiors, for office
furniture, installation, and related services, at various Social Services
Agency facilities, to increase the Contract Service Portion in an amount not to
exceed $6,000,000, effective upon Board approval through November 14, 2027, for
a revised cumulative total amount not to exceed $17,193,000, for the term of
November 15, 2022, through November 14, 2027.
SUMMARY:
Approval of Amendment Three with
GoForth & Marti, dba GM Business Interiors, will facilitate the provision
of office furniture, installation, and related services for the ongoing
maintenance upkeep and enhancement of various Social Services Agency facilities.
BACKGROUND
INFORMATION:
On August 10,
2022, the County Executive Office (CEO) County Procurement Office (CPO) issued
a Request for Proposal (RFP) for office furniture, installation, and related
services, which was advertised on the County’s online bidding system. A total
of six proposals were received, with one being deemed non-responsive.
On September 29,
2022, CPO posted the Notice of Intent to Award and Bid Recap online. CPO
recommended awarding the contract to the three lowest, most responsive and
responsible bidders: Interior Office Solutions Inc., dba PeopleSpace, Inc.,
GoForth & Marti, dba GM Business Interiors, and Pivot Interiors Inc.
The Social
Services Agency (SSA) administratively executed Subordinate Contract and
Amendments with GoForth & Marti, dba GM Business Interiors in accordance
with the terms, conditions, and pricing outlined in the Regional Cooperative
Agreement (RCA) for these services, following the guidelines set forth in the
Contract Policy Manual (CPM):

SSA requires
office furniture, installation, and related services to enhance functionality,
facilitate easier reconfiguration and expansion of furniture, and create a more
ergonomic, organized, and secure work environment. These services allow SSA to
repurpose existing furniture, resulting in cost savings while preserving the
product warranty and are essential to support ongoing operational needs and
improve workplace efficiency.
SSA
now requests the Board of Supervisors (Board) approval to authorize the County
Procurement Officer or Deputized designee to execute Amendment Three to
Subordinate Contract with GoForth & Marti, dba GM Business Interiors, for
office furniture, installation, and related services, and to increase the
Contract Service Portion in an amount not to exceed $6 million, effective upon
Board approval through November 14, 2027, for a revised cumulative total amount
not to exceed $17.193million, for the term of November 15, 2022, through
November 14, 2027, in accordance with the terms, conditions, and pricing
outlined in the RCA. In accordance with
CPM 3.3 -102 (1) a), SSA is requesting Board approval to execute Amendment Three,
which will increase the service portion of the contract, surpassing the
$200,000 annual Board threshold.
The Contractor’s performance has been
confirmed as satisfactory. SSA has verified there are no concerns that must be
addressed with respect to Contractor’s ownership/name, litigation status or
conflicts with County interests. The Orange County Preference Policy is not
applicable to this Contract. The Contract does not currently include
subcontractors or pass through to other providers. See Attachment B for

FINANCIAL
IMPACT:
Appropriations for
the Contract are included in Budget Control 063, Social Services Agency FY
2024-25 Budget and will be included in the budgeting process for future years.
The Contract is
funded 34 percent federal, 60 percent state and six percent County General
Funds. The federal and state dollars comprise all qualified SSA program funding
allocation based on its generic support function. County General Funds will be
used toward the required match to access federal and state funding.
Contingency of
Funds
The proposed Contract includes provisions
that the Contract is contingent upon the availability of funds and inclusion of
sufficient funds in the budget approved by the Board for each fiscal year the
Contracts remain in effect or operation. In the event such funding is
terminated or reduced, the County may terminate the Contracts, reduce the
County’s maximum obligation or modify the Contracts, without penalty.
