RECOMMENDED ACTION(S):
Authorize the Purchasing Agent or his designee to issue Amendment #3 to Price Agreement N1000010970 with E911 Helpline for IT Infrastructure Design and Implementation Services, effective June 16, 2011 through June 15, 2012 in an amount not to exceed $331,344.
SUMMARY:
e911 Helpline provides information technology professional services to the County of Orange for project management and architectural services for many of the County's critical applications including CAPS+, PTMS, eGov, Disaster Recovery, and ATS systems. e911 Helpline is also providing project management support for the HCA Data Center relocation project. e911 Helpline has played a critical role in designing and managing these projects successfully since August 2005. As these projects near "Go Live" status, e911 Helpline's services will be required to ensure these projects are successfully deployed and It would impact these projects if these critical resources that have in-depth project knowledge are replaced. e911 Helpline has shown sound business judgment and the ability to develop creative solutions to complex problems, while effectively communicating with CEO/IT, technology groups as well as Department Heads.
e911 Helpline has agreed to participate in the voluntary cost reduction program approved by the Board of Supervisors and has reduced their rates for this contract period by 10%.
BACKGROUND INFORMATION:
The e911 Helpline Contract was established for the period June 16, 2009 through June, 15, 2011 with a not to exceed amount of $736,320. This amendment will extend the Contract through June 15, 2012 and increase the Contract by $331,344. for a new not to exceed amount of $1,067,664. e911 Helpline will continue to provide technical design and project management services for critical county projects including:
· ATS - Platform implementation project management, system architecture, and system stress testing, development of operating procedures
· PTMS - System architect, stress testing, develop operating and release management procedures.
· eRDS - System architect, stress testing, develop operating procedures
· Caloptima relocation to the County's Data center -- Lead project management and facilities planning
· HCA relocation to the County's Data Center -- Lead project management, facilities planning, and Scope of Work development.
· In addition to supporting these large scale projects e911 Helpline has also provided initial fit analysis, total cost of ownership and technical assessments. They also serve a role as a core component of the data Center’s trouble assessment and resolution triage team. e911 Helpline's involvement in solution development and system architecture has resulted in the county deploying cost-effective platform solutions and decreased rework as a result of proper planning. e911 Helpline provides assistance in evaluating technical directions and changes in technology. Other projects have included: Disaster Recovery platform architecture, migration of storage and backup systems and performance testing for major production platforms. They also assisted in establishing County fire victim assistance centers for both the Complex Freeway and the Santiago Canyon fires.
