RECOMMENDED
ACTION(S):
Authorize the
Airport Director or designee to execute the aggregate contracts for Airport
Construction Management - Project Management Services for a three-year term,
effective April 9, 2026, through April 8, 2029, for an aggregate total amount
not to exceed $9,000,000, with the following firms:
a. Hill International,
Inc.
b. AECOM Technical
Services, Inc.
c. Jacobs Project
Management Co.
d. KDG Construction
Consulting
e. Cumming Management Group, Inc.
SUMMARY:
Approval of aggregate contracts for
Airport Construction Management - Project Management Services will allow John
Wayne Airport to access professional construction management and/or project
management services needed to support the completion of various non-capital and
capital improvement projects, including emergency and unanticipated projects.
BACKGROUND
INFORMATION:
Airport Construction Management -
Project Management (CM-PM) Services (Services) provide professional
construction management and/or project management services used to assist John
Wayne Airport's (JWA) staff with emergency, non-capital and capital improvement
projects of varying types and degrees of complexity, ranging from airport
facility and/or infrastructure enhancement/improvements to
renovation/rehabilitation and maintenance. Services can also include managing,
coordinating, observing, inspecting, and/or providing general oversight of the
quality assurance program, as well as the construction logistics and/or work
performed at the Airport, to not only ensure conformance to the construction
documents, but also compliance with all safety and security regulations,
requirements, and standards at JWA. Construction activities for many of the
planned/programmed projects occur at night (generally between the hours of
11:00 pm to 6:00 am) during the closure period of the Airport's main commercial
air operations. The approval of these contracts will ensure the successful
execution and delivery of Airport projects as well as the seamless and
continued operation of the Airport's essential functions while preserving
safety, efficiency, and quality.
JWA issued a Request for
Qualifications (RFQ) to establish a Qualified Vendor List for the Services. The
RFQ was advertised on the County's online bidding system from August 27, 2025,
through October 8, 2025. 17 submittals were received in response to the RFQ.
On January 12, 2026, the RFQ
evaluation panel completed the written evaluation process and provided its
recommendation. A summary of the most qualified consultants to perform the
Services is attached as part of the Memorandum of Recommendation and Summary of
Evaluators' Scoring (Attachment G).
OC Public Works' staff from OC
Facilities Design & Construction Management recently transitioned to JWA's
Planning and Development Division. As a result, JWA must re-establish new
contracts for Services to support ongoing and future emergency, non-capital,
and capital improvement that collectively support delivery of JWA's
approximately $700 million Capital Improvement Program, including the Airport's
Pavement Management Program. Due to the dynamic nature of both planned and
unplanned projects, particularly night construction, timely decisions are often
required. These services are essential to maintaining quality, controlling
costs and schedules, and ensuring that JWA's safety and security requirements
and standards are met.
JWA is recommending Board of Supervisors
(Board) approval of the contracts for Services, effective April 9, 2026,
through April 8, 2029, for an aggregate total amount not to exceed $9,000,000,
with the following firms:

The contracts with Hill International,
Inc., AECOM Technical Services, Inc., Jacobs Project Management Co., KDG
Construction Consulting, and Cumming Management Group, Inc. include
subconsultants or pass-through to other providers. In order to add subconsultants
to the contracts, the consultant must seek expressed consent from JWA. Should
the addition of a subconsultant(s) affect the scope of work and/or contract
amounts, JWA will bring the item back to the Board for approval. See Attachment
F for the Contract Summary Forms.
An analysis was completed to verify the
Contract provides the County with persons specially trained, experienced,
expert and competent to perform the special services in accordance with the
law.
The Orange County Preference Policy is not
applicable to the award of these contracts.
Compliance
with CEQA: This
action is not a project within the meaning of CEQA Guidelines Section 15378 and
is therefore not subject to CEQA, since it does not have the potential for
resulting in either a direct physical change in the environment, or a
reasonably foreseeable indirect physical change in the environment. The
approval of this agenda item does not commit the County to a definite course of
action in regard to a project since it involves an award of contract to access
supplemental professional construction management and/or project management
services to support completing non-capital and capital improvement,
rehabilitation, and maintenance projects. This proposed activity is therefore
not subject to CEQA. Any future action connected to this approval that
constitutes a project will be reviewed for compliance with CEQA
FINANCIAL
IMPACT:
Appropriations for the contracts
are included in JWA Operating Fund 280 and JWA Construction Fund 281 FY 2025-26
Budget and will be included in the budgeting process for future years.
Estimated utilization is 10% in Fund 280 and 90% in Fund 281.
The proposed Contract includes provisions
stating the Contract is subject to, and contingent upon, applicable budgetary
appropriations being approved by the Board for each fiscal year during the term
of the Contract. If such appropriations are not approved, or are reduced, the
Contract may be immediately modified or terminated without penalty to the
County. The proposed contracts include a provision stating that the contracts
may be terminated upon 10 days' written notice for cause and upon not less than
seven calendar days' written notice for convenience without penalty to the
County.
