SUMMARY:
Approval of the Amendments to renew the Contracts with National Council on Alcoholism and Drug Dependence - Orange County DBA Partners4Wellness, The Laguna Playhouse and NAMI Orange County for provision of Community Networking, Outreach Services and Educational Activities, will support the mental health of Transitional Age Youth and Young Adults in Orange County by increasing outreach, education and awareness about mental health topics and resources.
BACKGROUND INFORMATION:
On January 28, 2020, your Honorable Board of Supervisors (Board) approved a Contract with National Council on Alcoholism and Drug Dependence - Orange County DBA Partners4Wellness (Partners4Wellness) for Community Networking Services. Contracts were also awarded to The Laguna Playhouse (Laguna Playhouse) for Outreach Services and NAMI Orange County (NAMI) for Educational Activities. Outreach Services and Educational Contracts were under the Board threshold amounts set forth in the 2019 Contract Policy Manual; therefore, both contracts were not included in the prior Board Recommended Actions. These three projects combined are part of Transitional Age Youth (TAY) and Young Adult Mental Health services.
On May 24, 2022, the Board approved the renewal amendments with Partners4Wellness, Laguna Playhouse and NAMI for TAY and Young Adult Mental Health Community Networking Services, Outreach Services, and Educational Activities and all other Amendments were executed under Deputy Purchasing Agent delegated authority. The Orange County Preference Policy is not applicable to these amendments.
These three projects overseen by the Office of Suicide Prevention, will be expiring on June 30, 2023. The proposed Amendments will allow services to continue for the term of July 1, 2023, through June 30, 2024. Prior to the end of the term, the Health Care Agency (HCA) plans to release a Request For Proposal for these services starting in FY 2024-25.
The services under these projects are designed to engage TAY and young adults, including students in colleges and universities and youth who are not in the educational institutions but may be at risk of behavioral health conditions developing or getting worse, through community building and networking activities, outreach, raising awareness and mental health education activities. Services will particularly focus on youth who may be unserved and underserved, including those who identify as lesbian, gay, bisexual, transgender, Intersex Questioning (LGBTIQ), veterans, new immigrants, individuals from diverse ethnic communities and/or at-risk foster youth. Family and friends of these TAY and young adults and any individuals who support them will also be included. The unifying goals of these three projects are to improve help-seeking behaviors and increasing knowledge of resources through reducing behavioral health stigma, raising awareness about mental health, increasing youth connectedness, improving resource navigation and increased access to behavioral health services and supports.
TAY Mental Health Community Networking Services
Scope of Services
The proposed Amendment for TAY Mental Health Community Networking Services with Partners4Wellness will continue active collaborations with Orange County colleges, universities, trade schools and community-based organizations serving TAY and young adults to increase coalition building through the Connect OC, a peer-based Countywide Coalition (Coalition) for TAY individuals. Connect OC is comprised of TAY from the community, peer youth leaders from the college and university campuses, faculty/staff, and representatives from various organizations serving TAY and young adults throughout Orange County. The Coalition provides a space for youth to connect, learn and share their experiences. Through coalition meetings and activities, community mental health educational forums, social media promotion and website resources, Connect OC will enhance community collaborations across Orange County in all supervisorial districts and expand behavioral health knowledge and awareness of community resources, specific to TAY and young adults. Connect OC will promote mental health educational events throughout Orange County and educate the community on a wide array of topics impacting TAY and young adults, including: anxiety, depression, stress, trauma, suicide prevention, substance use prevention, signs and symptoms of mental illness, coping skills and community resources. Furthermore, Connect OC will ensure community efforts towards raising mental health awareness are further aligned and will strategize the most effective ways of disseminating information to TAY and young adults, their friends and family members and individuals who serve these populations.
Performance Outcomes
Partners4Wellness will accomplish program goals by completing the performance metrics outlined in Table one. The Connect OC Coalition was formed in the spring of 2020 and convened regular meetings with a variety of mental health and wellness topics. Each month new partners including TAY from colleges, universities and community at large, community-based organizations and faculty and staff from the colleges were added. In FY 2021-22 Partners4Wellness was successful in delivering all the Coalition activities and exceeded its contracted goals including the goal for the total number of participants attending these activities.The program is on target to meet or exceed its goals for FY 2022-23. For FY 2023-24, Partners4Wellness will also add a TAY focused Public Service Announcement on social media to bring more awareness to suicide prevention and reduce stigma.

Program performance outcomes for the proposed Amendment will continue to measure program impact of services for increasing help-seeking behaviors as measured by the performance outcome goals outlined below. Similar to the current contract, program performance outcomes for the proposed Amendment will be collected through post-surveys. FY 2021-22 outcome data indicated that participants reported improvement in all areas measured and the program was successful in achieving its goals as indicated in Table two. Additionally, feedback from satisfaction surveys indicated that the Coalition continues to strengthen the pathways of networking for the youth and increased peer engagement especially around the topic of mental health and wellness.

TAY Mental Health Outreach Services
Scope of Services
The proposed Amendment for TAY Mental Health Outreach Services with Laguna Playhouse will continue Outreach Services to community organizations and local colleges in innovative ways by utilizing creative performance arts as a mechanism to reach TAY and young adults. Services include professional theater productions by youth, organized by Laguna Playhouse, that highlight a variety of mental health topics focusing on TAY and young adults. The partnering community organizations and the youth they serve, are invited to view these theatre performances which are followed by panel discussions facilitated by mental health professionals and includes information on behavioral health resources. In addition, Laguna Playhouse offers the Life Stories program which is a 10–12-week evidence-based program, designed for creative self-expression through the creation of original dramatic works where participants use their own life experiences as inspiration to others. The Life Stories program is designed to connect with the hardest to reach TAY and young adults who may be experiencing challenging life events and engage them in creative self-expression.
Performance Outcomes
Laguna Playhouse will accomplish program goals by completing the performance metrics outlined in Table three. The goal of the program is to increase community outreach and engage youth in creative ways such as participation in performing arts. Laguna Playhouse exceeded their units of services for all the creative activities to accomplish this goal. The program is on target to meet current fiscal year’s contracted goals. For FY 2023-24, Laguna Playhouse plans to serve 15 additional organizations and reach 800 more individuals through the program. Laguna Playhouse has also exceeded the goal of serving at least 2,000 new individuals in FY 2021-22 and are on target to exceed the goal for current FY as well.

Similar to the current contract, program performance outcomes for the proposed Amendment will be collected through post-surveys. FY 2021-22 outcome data indicated that participants reported improvement in all areas measured and the program was successful in achieving its goals. HCA staff works with the Program to address any areas needing improvement, especially as it relates to greater increases in knowledge of resources and navigation of the system. Satisfaction surveys indicated that the program participants valued this innovative approach and felt supported with their mental health challenges.

TAY Mental Health Educational Activities
Scope of Services
The proposed Amendment for TAY Mental Health Educational Activities with NAMI will continue to provide a variety of educational activities to raise awareness and increase knowledge about mental health. Services will seek to improve help-seeking behaviors among TAY and young adults and increase access to resources and services as well as improve linkage to on-campus and off-campus community mental health services. This will be accomplished by organizing student-led activities, engaging students to start on-campus clubs and host on-campus events, hosting educational presentations on campus and in the community, podcasts, forums and events. In FY 2021-22, NAMI met or exceeded their contracted goals (See Table five). For FY 2022-23, NAMI is on target to meet or exceed the contracted goals. Given the need for additional on-campus activities, for FY 2023-24, NAMI will be increasing its contracted goal to five additional on campus clubs making the total goal to 20 clubs.

The Contractors' performances have been confirmed as satisfactory. HCA has verified there are no concerns that must be addressed with respect to Contractors' ownership/name, litigation status or conflicts with County interests.
The proposed Amendments with Partners4Wellness, does include a subcontract, Laguna Playhouse and NAMI do not include subcontractors or pass through to other providers. See Attachment D for information regarding Contract Summary Form.
HCA requests that the Board approve the Amendments to the Contracts for Transitional Age Youth and Young Adult Mental Health Community Networking Services, Outreach Services and Educational Activities, as referenced in the Recommended Actions.
FINANCIAL IMPACT:
Appropriations for these Amendments will be included in the Budget Control 042 FY 2023-24 Budget.
The Contracts include provision allowing HCA to terminate the Contract, reduce the level of services, and/or renegotiate the levels of services provided, as necessary. This includes a notice that allows HCA adequate time to transition or terminate services to clients, if necessary.
