RECOMMENDED
ACTION(S):
Authorize the County Procurement
Officer or Deputized designee to execute the non-financial Memorandum of
Understanding with Olive Crest, for Commercially Sexually Exploited Children
Support Services, effective upon Board approval, through June 30, 2026.
SUMMARY:
Approval of the non-financial
Memorandum of Understanding between the County of Orange Social Services Agency
and Olive Crest will provide support services for commercial sexually exploited
children and those at-risk of becoming victims.
BACKGROUND
INFORMATION:
The support services for
Commercially Sexually Exploited Children (CSEC) aims to prevent exploitation
and recidivism among CSEC and at-risk youth. The program gives opportunities to
engage in supportive services and activities to help participants transition
into safe and stable homes. Eligible service participants include CSEC youth
ages 11 to 18, at-risk youth, and non-minor dependents. Services provided
through the MOU include assessments, therapy, care coordination, and placement
coordination.
This new Memorandum of
Understanding (MOU) allows the Social Services Agency (SSA) to refer clients to
Olive Crest for support services for CSEC and those at risk of becoming
victims. Olive Crest received a grant from the state of California to provide support
services (which will expire on June 30, 2026). After June 2026, if youth still
need therapy and services, Olive Crest has committed to maintaining continuity
of care for youth who are actively engaged in services beyond June 2026. The
County will not be billed for any services rendered under this MOU.
Non-Standard
Insurance Provisions
The MOU with Olive Crest has
non-standard insurance provisions that eliminate the requirement of Per
Occurrence Sexual Misconduct Liability (SML) Insurance. Olive Crest is unable
to attain Per Occurrence SML. Olive Crest stated they were unable to identify
an insurer that they could purchase this insurance from in the United States or
abroad. Olive Crest currently carries Claims-Made SML Insurance and will be
required to maintain this insurance throughout the term of the MOU. County
Executive Office Risk Management does not concur with the elimination of the
requirement for Per Occurrence SML. See Attachment B Risk Assessment Form.
This program offers valuable
support to CSEC and those at risk of becoming victims. SSA is therefore asking
the Board of Supervisors (Board) to approve this MOU containing non-standard
insurance provisions.
SSA now requests the Board’s
approval of the MOU with Olive Crest for support services for CSEC, effective
upon Board approval, through June 30, 2026.
