RECOMMENDED ACTION(S):

 

 

1.

Approve Contract with Charitable Ventures of Orange County, Inc., acting through its fiscally sponsored project, Project Kinship, for provision of Re-Entry Success Center Services for the period March 7, 2023, through June 30, 2025, for a total maximum obligation of $11,645,839, renewable for one additional two-year term.

 

2.

Pursuant to Contract Policy Manual Section 3.4-114, authorize County Procurement Officer or Deputized designee to exercise a contingency contract cost increase not to exceed 10 percent of the contract amounts for the first year of the Contract for the entire term of the Contract, including renewals, and within the scope of work set forth in the Contract. The use of this contingency contract cost increase is subject to approval requirements established by the County Procurement Officer.

 

3.

Authorize the County Procurement Officer or Deputized designee, to execute the Contract with Charitable Ventures of Orange County, Inc., acting through its fiscally sponsored project, Project Kinship, as referenced in the Recommended Actions above.

 

4.

Authorize the County Procurement Officer or Deputized designee, to consent to the assignment of the Contract with Charitable Ventures of Orange County, Inc. to Project Kinship and execute an amendment to the Contract to effectuate the assignment. 

 

 

 

 

SUMMARY:

 

Approval of the Contract with Charitable Ventures of Orange County, Inc., acting through its fiscally sponsored project, Project Kinship, for provision of reentry and support services is intended to reduce recidivism in the criminal justice system.

 

 

BACKGROUND INFORMATION:

 

Your Honorable Board of Supervisors (Board) approved the following Agenda Staff Reports (ASRs) for provision of Community and Recovery Center Services with Charitable Ventures of Orange County, Inc. (CVOC), acting through its fiscally sponsored project, Project Kinship as listed below.

A Request for Proposal (RFP) was issued on August 2, 2022, for Re-Entry Success Center Services (RSC). There were three responders to the RFP. An evaluation panel evaluated the proposals and recommended award of Contract to CVOC. Please see Attachment B, Individual Score Sheets with RFP Questions. With a need for Countywide RSC Services, the County Procurement Office (CPO) successfully negotiated and issued a Regional Cooperative Agreement (RCA) to CVOC, for future Countywide department use; please see Attachment D.

 

The Health Care Agency (HCA) is requesting Board approval of subordinate Contract MA-042-23010693 (Contract) for Provision of RSC services, with the recommended contractor. HCA staff have conducted due diligence on CVOC. Reference Checks were satisfactory and completed with the City of Santa Ana, Community Health Initiative of Orange County and Latino Coalition for Community Leadership.

 

The Community Support and Recovery Center (CSRC) program was created through the Proposition 47 Community Advisory Committee in response to a competitive RFP process offered by the Board of State Community Corrections. On June 16, 2017, HCA was awarded a grant to primarily fund the CSRC and on April 24, 2018, the Board approved the selection of and Contract with CVOC for provision of CSRC services. The grant funds are good through March 31, 2023, and due to the need of the population and success of the program, HCA released a RFP to fund the RSC. If approved this Contract will begin March 7, 2023, providing a month overlap so there is not a gap in services.   

 

Scope of Service

The overarching goal of this program is to reduce incarceration and recidivism for the target population, which is individuals 18 years of age and older, including Transitional Age Youth ages 18 to 25 years old, who have a mild to moderate mental health and/or substance use issue and are involved in the criminal justice system. While the overall scope of services remains the same, it is being expanded to include services to the Theo Lacy population. This Contract will provide assertive and timely engagement with re-entry support and behavioral health services.

 

The Contractor will provide a safe environment for people coming out of jail to begin community re-integration and continue in their recovery process. Initial contact will begin in the field outside of the Intake and Release Center (IRC), Theo Lacy and, as needed, other locations in the community, as identified through the County’s OC CARES Initiative. When possible, in-reach will be conducted to begin engagement and discharge planning. Field-based services include outreach and resources such as access to charge phones, clean clothing, transportation, temporary shelter, program screening and assessment. Post-release services at the RSC will include re-entry planning, case management, housing assistance and navigation, transportation, mild to moderate mental health and/or substance use counseling, linkage to ongoing mental health and substance use services for more severe needs, peer support and mentoring, linkage to community resources and vocational and job-skills training. Services will be provided by clinicians, substance abuse counselors, case managers, a housing coordinator, an employment and education specialist and peers who use lived experience to build rapport to enhance engagement and support. 

 

Performance Outcomes

Outreach contacts will be provided to a minimum of 1500 individuals per fiscal year, except for the first Contract period which will be prorated. Of these outreach contacts, a goal of 250 individuals will be enrolled for case management services in addition to receiving recovery support, individual counseling, housing assistance, employment assistance and transportation assistance.

 

The performance objectives identified in the table below are consistent with the previous contract objectives with the exception of the last three objectives listed in the table that are standard for Mental Health Services Act (MHSA) Prevention and Intervention programs. The first Performance Objective is being removed as the newly added performance objectives are more specific in measuring program effectiveness. The Achieved Goal for FY 2022-23 for July to October for Performance Objective number three is 72 percent and is an over representation as it only reflects 32 participants served. As a result, the Proposed Performance Objective will remain at 50 percent. Performance Objective number two requires a warm hand-off, which is the first step to ensuring linkage.  The linkage for these individuals will be captured in the Referral and Linkage Log and reflected in Performance Objective four.  For Performance Objective number three, housing assistance is defined as sessions that prepare the individual for housing, getting needed documents for housing, providing transitional housing, and serving as an access point for the Coordinated Entry System.

The proposed Contract includes subcontractors or pass through to other providers. See Attachment C for Contract Summary Form.

 

The Orange County Preference Policy is not applicable to this contract award. The Contractor’s previous performance has been confirmed as satisfactory. CPO and HCA have verified there are no concerns that must be addressed with respect to Contractor's ownership/name, litigation status or conflicts with County interests.

 

HCA works collaboratively with providers to develop a good neighbor policy as required by their contract. To date, HCA has not received any negative feedback from the respective communities. Services are conducted in the city of Santa Ana.

 

CPO requests the Board authorize the County Procurement Officer or Deputized designee to execute the Contract with CVOC for Re-Entry Success Center Services, as referenced in the Recommended Action. CPO also recommends the Board delegate authority to the County Procurement Officer or Deputized designee for execution of a forthcoming Amendment to consent to the assignment of the Contract with Charitable Ventures of Orange County, Inc. to Project Kinship to effectuate the assignment.

 

 

FINANCIAL IMPACT:

 

The Contract for reentry services is aligned with the County’s OC CARES Initiative and addresses the needs identified by the Health Care Agency.  There are sufficient appropriations in Health Care Agency Budget Control 042’s FY 2022-23 Budget which are funded by Mental Health Services Act (MHSA).  Appropriations and revenues will be included in the budgeting process for future years.

 

As needs are identified in other stakeholder departments for reentry services, amendments may be required and appropriations and funding will be analyzed and attempted to be absorbed within existing resources.  Any needs identified above appropriations available will be addressed in a future Budget Report or through the Annual Budget process.    

 

The proposed Contract includes a provision stating the Contract is subject to and contingent upon, applicable budgetary appropriations approved by the Board for each fiscal year during the term of this/these Contract. If such appropriations are not approved, this Contract may be immediately terminated without penalty to the County.
