RECOMMENDED ACTION(S):

 

 

1.

Authorize the County Chief Information Officer or designee to execute Amendment #2 to Type 2 Work Order Number CY9-011 under the contract for Data Center, Desktop, Applications and Service Desk Services with Science Applications International Corporation, for a Storage Management Engineer resource in support of Orange County Sheriff Department, to extend the work order end date from April 5, 2024, to June 30, 2025, reflecting an increase of $357,536, for a total not to exceed amount of $499,536.

Authorize the County Chief Information Officer or designee to execute Amendment #2 to Type 2 Work Order Number NCY4-016 under the Agreement for Managed Services Network, Voice and Security with Science Applications International Corporation, for a Cyber Security/Threat Analyst resource in support of Orange County Sheriff Department, to extend the work order end date from March 8, 2024, to June 30, 2025, reflecting an increase of $380,786, for a total not to exceed amount of $525,600.

 

 


 

 

 

SUMMARY:

 

Authorization to execute Type 2 Work Orders under the Agreements with Science Applications International Corporation for (1) Data Center, Desktop, Applications and Service Desk Services; and (2) Managed Services Network, Voice and Security Services will authorize Science Applications International Corporation to continue providing resources to the Orange County Sheriff’s Department in support of various information technology projects and services.

 

 

BACKGROUND INFORMATION:

 

Type 2 Work Orders

The contracts with Science Applications International Corporation (SAIC or Contractor) for Data Center, Desktop, Applications and Service Desk Services (DDAS Contract) and Managed Services Network, Voice and Security Services (NVS Contract) include provisions that enable the County to purchase additional related services through Work Orders for Optional Work. Type 1 Work Orders are those with a preliminary value to County is equal to or less than the amount listed in the then current County Contract Policy Manual (CPM) §3.3-102(1)(a) (currently $200,000) and do not require Board approval. Type 2 Work Orders are those with a preliminary value to County exceeds the amount listed in the then current CPM §3.3-102(1)(a) and require Board approval.

 

Contract for Data Center, Desktop, Service Desk & Application Services

On May 14, 2013, the Board of Supervisors (Board) approved an approximately five-year Master Services Agreement (MSA) (MA-017-13011864) with SAIC, the DDAS Contract.  The DDAS Contract was subsequently approved for an additional one-year extension and then, on October 8, 2019, the Board approved an extension to the MSA from February 2, 2020, to June 30, 2022, to make the DDAS Contract coterminous with the Master Services Agreement for Managed Services Network, Voice and Security contract.  On February 9, 2021, the Board approved the two optional one-year extensions, through June 30, 2024.  On March 8, 2022, the Board approved to extend the term from June 30, 2024, to June 30, 2026, with two one-year optional extensions. On January 9, 2024, the Board approved to extend the term by one optional year from June 30, 2026, to June 30, 2027. The County is in Contract Year 10 of the 13-year contract.

 

Proposed Amendment #2 to Type 2 Work Order Number CY9-011

Orange County Information Technology (OCIT) is requesting Board approval of Amendment #2 to Type 2 Work Order Number CY9-011 Orange County Sheriff Department (OCSD) Storage Engineer Support.  Amendment #2 would extend the work order end date from April 5, 2024, to June 30, 2025, and increase the Work Order value by $357,536, for a total not to exceed amount of $499,536.

 

This work order allows SAIC to provide a Storage Management Engineer resource to support OCSD with various information technology projects.  This was originally a Type 1 Work Order with one amendment that is now being modified to a Type 2 Work Order due to the price increasing above the threshold that requires Board approval (see Attachment A – Work Order #CY9-011 OCSD Storage Engineer Support).

 

Contract for Managed Services Network, Voice and Security Services

On October 16, 2018, the Board approved an approximately three-year MSA (MA-017-19010750) with SAIC, the NVS Contract. The NVS Contract provided for an approximate five-month period to transition SAIC services into the County, three Contract Years of services and two optional one-year extensions (Contract Year 4 and Contract Year 5). On February 9, 2021, the Board approved the two optional year extension, through June 30, 2024. On March 8, 2022, the Board approved to extend the term from June 30, 2024, to June 30, 2026, with two one-year optional extensions. On January 9, 2024, the Board approved to extend the term by one optional year from June 30, 2026, to June 30, 2027. The County is in Contract Year 5 of the eight-year contract.

In addition, OCIT is requesting Board approval to execute Amendment #2 to Type 2 Work Order Number NCY2-017 OCSD Security Staff Support. Amendment #2 would extend the work order end date from March 8, 2024, to June 30, 2025, and increase the Work Order value by $380,786, for a total not to exceed amount of $525,600.

The Orange County Preference Policy is not applicable to these contract amendments.

 

These Agreements include subcontractors. See Attachments B and D for information regarding subcontractors and Contract Summary Forms.

 

The Contractor’s performance has been confirmed as at least satisfactory. OCIT has verified there are no concerns that must be addressed with respect to Contractor’s ownership/name, litigation status or conflicts with County interests.

Approval of these Type 2 Work Orders will not increase the cumulative values for the DDAS Contract or NVS Contract. The County contemplated using the Reserved Dollars to cover these types of Work Orders and others that might be requested by OCIT or County departments for related services, project support, resources and support of moves to new County facilities.

 

Appropriations for the Type 2 Work Orders and additional support services for OCSD are included in the FY 2023-24 Budget for Fund 289, OCIT Countywide Services Fund and will be included in the budgeting process for FY 2024-25.  The costs of the Work Orders will be charged back to OCSD.
