SUMMARY:

 

Strategic Financial Plan

 

The Strategic Financial Plan provides the Board of Supervisors, members of the public, County departments and other interested parties with a long-term operational linkage between the County’s Strategic Plan and the annual budget process.  The Strategic Financial Plan provides a tool for evaluating the possible impact of policy decisions related to General Fund Operations, capital requirements and strategic priorities.

 

Community Corrections System of Care Annual Report

 

The Community Corrections System of Care Annual Report for Fiscal Year 2019-20 summarizes the achievements made during the first year of implementation of the Community Correction’s System: Integrated Services 2025 Vision Report.

 

 

 

BACKGROUND INFORMATION:

Refer to the 2020 Strategic Financial Plan, Attachment A, Executive Summary section for background information.

 

Community Corrections System of Care Annual Report

 

On October 22, 2019, the Board of Supervisors received the Community Correction’s System: Integrated Services 2025 Vision Report, which serves as the action plan for the County to reform the criminal justice system by prioritizing behavioral health prevention and services, in-custody and post-custody reentry efforts and collaborating with the courts and other stakeholders to strengthen the Community Corrections System of Care.  The Orange County Criminal Justice Coordinating Council provides oversight on the implementation of the goals and action items outlined in the report and progress is tracked and reported quarterly.  The Community Corrections System of Care Annual Report for FY 2019-20 summarizes the achievements made during the first year of implementation.  Highlights include:

 

·  

Expansion of Crisis Intervention Training for Orange County Sheriff Department staff, law enforcement, dispatchers, first responders and other interested correctional or human services provider.

 

·  

Construction of the County’s first Wellness Center.

 

·  

Expansion of behavioral health treatment beds, some capable of hospital-level care, for male and female inmates.

 

·  

Designation of space for an in-custody drug treatment program to be implemented in FY 2020-21.

 

·  

Expansion of the successful “All In” program to include more classes for male and female inmates.

 

·  

Implementation of a “Reentry Exit” process that coordinated the release of individuals with linkages, referrals and information on services available.

 

All related priorities, action items, targets and outcomes have been incorporated into the County’s 2020 Strategic Financial Plan.
