BACKGROUND INFORMATION:

The Social Services Agency (SSA) is requesting the Orange County Board of Supervisors' (Board) authorization to accept the donation from the G.B. Woods Trust in the amount of $50,000.

George B. Woods Jr. and Barbara S. Woods created the G.B. Woods Trust on February 23, 1989, which they last amended and restated on September 6, 2018. The Woods were residents of Newport Beach and raised three children. Mr. Woods earned his living as real estate developer. Mr. Woods had a heart for children and animals and both he and his wife wished to leave a trust for the Orangewood Children and Family Center (OCFC). Mr. Woods passed away on December 12, 2018, making Mrs. Woods the successor Trustee of the Trust.

The Trust provides that Mrs. Woods may disclaim all rights to income and principal from all or any portion of the Trust. The Trust also provides that if Mrs. Woods disclaims assets, $50,000 shall pass to the OCFC and without any direction on the part of Mrs. Woods.

Mrs. Woods, who is healthy and vibrant, decided she would like the trust to be given to OCFC now. She and her three children continue to reside in Newport Beach. On September 10, 2019, Mrs. Woods disclaimed a certain amount in assets, thereby directing the funds to OCFC.

On December 12, 2019, a check in the amount of $50,000 was received by SSA.

Under California Government Code Section 25355 and Board Resolution No. 93-1235, attached as Attachments A and B, respectively, only the Board or a designee has the authority to accept donations from organizations, groups, businesses and the general public in excess of $10,000. Upon receipt, the G.B. Woods Trust funds were deposited in Fund 12S SSA Donations and Fees and will be used to enhance social, educational, recreational and other enriching activities provided to the children that temporarily reside at the OCFC.

FINANCIAL IMPACT:

Revenue for this donation will be deposited into Fund 12S, SSA Donations and Fees. The donation will be absorbed in the FY 2019-20 Budget.
