RECOMMENDED ACTION(S):

 

 

1.

Find the project is categorically exempt from CEQA, Class 1 (Existing Facilities) pursuant to CEQA Guidelines, Section 15301.

 

2.

Approve the Orange County Traffic Committee Report of October 17, 2019 – Item A, as shown in Attachment B, to name the proposed private streets within Assessor's Parcel Number 105-051-83 and 105-051-84.

 

3.

Adopt Resolution to name the proposed private streets within Assessor's Parcel Numbers 105-051-83 and 105-051-84 as follows: Rue St. Pierre West, Rue St. Pierre East and Via Norbertini.

 

4.

Approve the Orange County Traffic Committee Report of October 17, 2019 – Item B, as shown in Attachment D, to establish parking restrictions on alternating sides of Overhill Drive from Cowan Heights Drive to its east end.

 

5.

Adopt Resolution to establish No Parking Any Time zones on alternating sides of Overhill Drive from Cowan Heights Drive to its east end.

 

 

 

 

 

 

SUMMARY:

 

Approving the Orange County Traffic Committee Reports to name the proposed private streets and to establish No Parking Any Time zones on alternating sides of Overhill Drive between Cowan Heights Drive to its east end will support pedestrian and traffic safety.

 

 

 

BACKGROUND INFORMATION:

 

 

At the October 17, 2019, Orange County Traffic Committee (Committee) meeting, the following items were agendized and discussed to address unnamed streets and safety.

 

Item A (Rue St. Pierre West, Rue St. Pierre East and Via Norbertini)

 

On September 11, 2019, Saint Michael’s Abbey submitted a request to name three private streets located on Assessor's Parcel Numbers 105-051-83 and 105-051-84 as follows: Rue St. Pierre West, Rue St. Pierre East and Via Norbertini. Saint Michael’s Abbey has paid all costs associated with naming these streets. The proposed street names were approved by the Orange County Sheriff’s Department, Orange County Fire Authority and the United States Postal Service.

 

The Committee unanimously voted to approve the names of the proposed private streets.

 

Item B (Overhill Drive)

 

In August 2019, a resident on Overhill Drive initiated a request for a traffic study to be conducted on the roadway due to on-street parking, particularly on the narrow sections. In response, OC Public Works conducted a traffic study on Overhill Drive in compliance with the current OC Public Works Standard Plans and Orange County Fire Authority Guideline B-09. Currently, Overhill Drive does not have any parking restrictions except for 50 feet at the west end near Cowan Heights Drive.

 

The Committee recommended to restrict parking on alternating sides along Overhill Drive from Cowan Heights Drive to its east end. This recommendation will restrict parking on only one side of Overhill Drive to ensure adequate spacing for motorists to travel along Overhill Drive and maintain unrestricted access for emergency response vehicles without causing a major impact to the existing parking demand.

 

The Committee unanimously voted to approve the proposed parking restriction. The approximate cost to implement the parking restriction signs on Overhill Drive is $10,000.

 

Compliance with CEQA: The proposed project is categorically exempt (Class 1) from the provisions of CEQA pursuant to Section 15301 because it provides for installation of no parking signs on existing facilities to support pedestrian and traffic safety.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for the costs associated with the recommended actions are included in the FY 2019-20 Budget for Fund 115: OC Roads at 100 percent.
