SUMMARY:

 

Approval of contractor selection for Families and Communities Together Agreements for Family Resource Centers Services will provide a variety of community-based prevention and family support activities and services to Orange County's families at-risk of child abuse, neglect, domestic violence, illiteracy, school failure, unemployment and drug and alcohol abuse.

 

 

 

BACKGROUND INFORMATION:

 

The Social Services Agency (SSA) is requesting the Board of Supervisors’ (Board) approval of contractor selection and authorization to proceed with contract negotiations as specified in Recommended Actions One and Two above for the Families and Communities Together (FaCT) program.  Recommended Action One is for Family Resource Center (FRC) services only and Recommended Action Two is for both FRC and California Work Opportunity and Responsibility to Kids (CalWORKs) Family Stabilization (FS) Services.  The resulting agreements will be for the period of July 1, 2020, through June 30, 2023, with the option to renew for two additional one-year periods.

 

Launched in 1994, SSA’s FaCT program is a network of FRCs located throughout Orange County’s highest-risk communities providing essential family support services, education and resources.  On June 7, 2011, the Board approved seven FRC and five FRC and Differential Response (DR) contracts for the period of July 1, 2011, through June 30, 2014, for a total of 12 SSA-funded FRCs.  On May 6, 2014, SSA returned to the Board for approval of one additional one-year period based on availability of continued funding and contractor performance.  The Board approved the renewal for the period of July 1, 2014, through June 30, 2015.

 

On June 2, 2015, the Board approved the most recent FRC agreements for 10 FRC and five FRC, FS and DR contracts for the period of July 1, 2015, through June 30, 2020, for a total of 15 SSA-funded FRCs, expanding from 12 in the prior contract cycle.  FRCs provide a variety of community-based prevention and family support activities.  DR is a community-based response to reports of child abuse deemed to be low or moderate risk by SSA but determined that the family might benefit from community engagement and support in order to keep children safe.  FS is a component under CalWORKs to ensure a basic level of stability within a family prior to, or concurrently with, participation in Welfare-to-Work.

 

The current contracts are in their fifth and final years and will terminate on June 30, 2020.  A new Request for Proposals (RFP) was issued on July 8, 2019, to solicit proposals for FaCT FRC and FS Services.


The RFP included the following anticipated awards and funding:

FRC Services

FRCs are located throughout Orange County’s highest-risk communities providing essential family support services, education and resources.  Each FRC is a family-friendly, community-based site that provides access to comprehensive, preventative and treatment oriented social, educational and health services for all families including birth, blended, kinship, adoptive and resource families.  FRCs offer multiple programs including, but not limited to, the following core services: a case management team, counseling, family support services, parenting education, domestic violence prevention and treatment (Personal Empowerment Program) and information and referral services in support of achieving FaCT goals.  The FRCs contribute to the overall System of Care by assisting those families who may be at-risk of experiencing homelessness and connecting families to the most appropriate resource for their identified needs to prevent higher levels of intervention or care.  Additionally, under the new contracts, all FRCs will be required to provide DR services.

 

FS Services

FS families receive customized FRC Services that meet each family’s needs and promote self-sufficiency.  These services may include, but are not limited to: assessing family needs, providing one-on-one support, assisting families in crisis, coordinating referrals and ensuring successful linkages and access to services.  FS families can further benefit from the ongoing support created by the linkage between their family and the FRC.

 

Proposal Evaluations and Scoring

The deadline for receiving proposals was August 14, 2019.  SSA received a total of 21 proposals.  Five evaluation panels, each comprised of three members, reviewed, evaluated and ranked the FRC proposals.  Evaluation panels were comprised of the following professionals with experience in serving families in the social and human services field: eight Senior Social Services Supervisors; five Administrative Manager Is; and two Administrative Manager IIs.

The RFP stated the proposals would be evaluated with other proposals received for the same FRC Service Region and that proposals with the highest scores for FRC Services within each service region would be considered for contract award.  The RFP also stated that the proposal with the highest FRC score within each CalWORKs Service Region would also be awarded FS Services for that region, with additional funding in the amount of $87,500 per fiscal year.

 

Below is a summary of the FRC proposal scores with one FS provider designated for each of the four CalWORKs Service Regions.  CalWORKs Service Regions are based on the four SSA CalWORKs regional offices which are located in Anaheim, Cypress, Santa Ana and Laguna Hills.

The RFP stated SSA’s intent to award 15 FRC contracts, with a minimum of two FRCs per service region.  Upon evaluation of Geographic Information System (GIS) data of City by City Prevalence of Child Poverty and Child Abuse Referrals (Attachment C), SSA also recommends proceeding with agreement negotiations with Tustin FRC and Minnie Street FRC.  GIS mapping demonstrates that Tustin FRC and Minnie Street FRC are physically located in high needs areas of Orange County and funding these two additional FRCs will enable SSA to better meet community needs.  Available funding for FRC Services will be allotted within each FRC Region based on the percent of referrals processed in FY 2018-19.  This funding will then be tiered between the FRCs in each region based on their individual referral counts, as applicable, in FY 2018-19.  Family Oasis FRC, Southwest Community Center, Cypress FRC and UPLift FRC are not recommended for contract award due to low scores.  One current FaCT FRC, Anaheim Harbor, did not submit a proposal.

 

Each FRC includes agencies that work together to achieve positive outcomes for the populations they serve.  Attachment G identifies the lead agency of each recommended FRC.  Subcontractors will be finalized and brought forward when SSA returns to the Board for approval of the contracts.

 

SSA has conducted due diligence on the recommended vendors.  Reference checks regarding similar projects were satisfactory and completed with companies listed in Attachment F, Reference Check Listing.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for these Agreements will be included in Budget Control 063, Social Services Agency’s FY 2020-21 Budget and will be included in the budgeting process for future years.
