RECOMMENDED ACTION(S):

 

 

1.

Approve the Second Amendment to the Standard Agreement Number 17-94147 with the Department of Health Care Services for provision of Substance Use Disorder services to increase period three, July 1, 2019, to June 30, 2020, by $358,797 for a revised total of $19,276,499, and a new cumulative total amount of $57,419,239 for the entire term of the agreement of July 1, 2017, through June 30, 2020.

Authorize the Health Care Agency Director, or designee, to execute the Amendment as referenced in the Recommended Action above.

 

3.

Authorize the Health Care Agency Director, or designee, to execute the CCC-04/2017 Certification Form as attached to Standard Agreement Number 17-94147.

 

4.

Authorize the Health Care Agency Director, or designee, to execute the California Civil Rights Laws Certification form as attached to Standard Agreement Number 17-94147.

 

5.

Authorize the Health Care Agency Director, or designee, to execute the Certification Regarding Lobbying form as attached in Exhibit D(F) to Standard Agreement Number 17-94147.

 

 

 

 

SUMMARY:

 

The approval of the Second Amendment to Standard Agreement Number 17-94147, with the State of California Department of Health Care Services for provision of Substance Use Disorder services will allow the Health Care Agency to receive funding for behavioral health services in Orange County.

 

 

 

BACKGROUND INFORMATION:

 

On January 23, 2018, your Honorable Board of Supervisors (Board) approved the Standard Agreement Number 17-94147 with the Department of Health Care Services (DHCS) for provision of Substance Use Disorder (SUD) services for a total of $56,753,106 for the period of July 1, 2017, through June 30, 2020. On February 26, 2019, your Board approved the first amendment to the Standard Agreement Number 17-94147 with DHCS for provision of SUD services to increase funding for period two, July 1, 2018, to June 30, 2019, by $307,336 for a new cumulative total amount of $57,060,442 for entire term of the agreement from July 1, 2017, through June 30, 2020.

 

HCA received the Second Amendment to Standard Agreement Number 17-94147 on October 29, 2019, to increase funding for period three, July 1, 2019, through June 30, 2020, by $358,797 for a revised total of $19,276,499 and a new cumulative total amount of $57,419,239 for the entire term of the agreement, from July 1, 2017, through June 30, 2020.

 

DHCS currently contracts with the County of Orange (County) through the Substance Abuse Prevention and Treatment Block Grant (SABG) Agreement to provide SUD services to County residents.  Each annual allocation may be amended multiple times throughout the fiscal year to reconcile with the actual amount of available funding.

 

The SABG provides funding for a continuum of SUD services in Orange County such as detoxification, residential treatment, outpatient treatment, community awareness campaigns and primary prevention. This amendment is to increase the use of SABG discretionary revenues and make changes to the County's obligations regarding certain administrative requirements and delivery of services. These amendments to increase funding are done at the discretion of DHCS, and are not based on local utilization.  

 

Due to the timing of when HCA received the Agreement and HCA's internal Agenda Staff Report review process, as well as the review and approval of the State Agreement, HCA is bringing this item before the Board on January 14, 2020, for Board approval.

 

HCA requests that your Board approve the Second Amendment to Standard Agreement Number 17-94147 with DHCS for provision of SUD services as referenced in the Recommended Actions.

Appropriations for this Contract are included in Budget Control 042 FY 2019-20 Budget.
