RECOMMENDED ACTION(S):

 

 

1.

Approve the Drug Medi-Cal Organized Delivery System Waiver Second Amendment to the Standard Agreement Number 17-94065 with the California Department of Health Care Services for the provision of Substance Use Disorder services for the period of June 18, 2018, to June 30, 2020.

 

2.

Authorize the Health Care Agency Director, or designee, to execute the Certification regarding lobbying form as attached in Exhibit D(F) to Standard Agreement Number 17-94065.

 

3.

Authorize the Health Care Agency Director, or designee, to execute the Agreement as referenced in the Recommended Action above.

 

4.

Authorize the Health Care Agency Director, or designee, to execute the CCC-04/2017 Certification form as attached to Standard Agreement Number 17-94065.

 

5.

SUMMARY:

 

Approval of the Drug Medi-Cal Organized Delivery System Waiver Second Amendment to Standard Agreement, Number 17-94065, with the California Department of Health Care Services for provision of Substance Use Disorder Services will allow the Health Care Agency to expand the continuum of behavioral health services in Orange County.

 

 

 

BACKGROUND INFORMATION:

 

In 2016, your Honorable Board of Supervisors (Board) approved an implementation plan, submitted by Health Care Agency (HCA), to participate in a pilot project for the California Department of Health Care Services (DHCS) to better serve Orange County's Substance Use Disorder (SUD) population. On April 10, 2018, the Board approved the Drug Medi-Cal Organized Delivery System (DMC-ODS) Waiver Standard Agreement Number 17-94065 with DHCS for provision of SUD Services in the total amount of $81,702,058 for the period of June 18, 2018, through June 30, 2020.  On April 23, 2019, the Board approved the First Amendment of the DMC-ODS Waiver.

 

On October 23, 2019, HCA received its Second Amendment of the DMC-ODS Waiver for Standard Agreement Number 17-94065. This Second Amendment modifies the terms and conditions as outlined in the original contract. The changes are ministerial in nature and have no scope of work, financial or programmatic impacts.  

 

Section 1115 of the Social Security Act waived previous restrictions and expanded the reimbursable DMC Services. Under the federal 1115 Waiver, the DHCS developed the DMC-ODS pilot program.  The DMC-ODS is currently in Year Three of a five-year voluntary pilot program that offers California counties the opportunity to expand access to high-quality care for Medi-Cal enrollees with a SUD. The goal of the DMC-ODS is to demonstrate how organized SUD care improves beneficiary health outcomes, while decreasing system-wide health care costs.

 

Through our participation in this pilot program, Orange County is able to provide a broader range of services to those individuals struggling with alcohol and drug dependence, including those with opioid addiction. By improving the SUD continuum of care, the provision of integrated services will be significantly enhanced. This contract provides an additional funding source to serve those that are DMC eligible clients. These services include outpatient services, intensive outpatient services, withdrawal management (detox) services, narcotic treatment programs, additional medication assisted treatment, case management and physician consultation. All of these services contribute to the overall System of Care to address the need for SUD treatment.

 

HCA has both County and contract-provided services within the DMC-ODS System of Care. HCA currently has 16 DMC-ODS contract providers with one contract currently pending certification and another provider going to the Board for approval on January 28, 2020. HCA served over 7,500 unique clients in the first full year of operation.

 

The DHCS has required that HCA return a fully executed and approved Minute Order even though the changes in this contract are ministerial in nature.

 

Due to the timing of when HCA received the Agreement and HCA's internal Agenda Staff Report review process, as well as the review and approval of the State Agreement, HCA is bringing this item before the Board on January 14, 2020, for Board approval.

 

HCA requests that the Board approve this DMC-ODS Waiver Second Amendment to the Standard Agreement Number 17-94065 with DHCS for provision of SUD services as referenced in the Recommended Actions.
