RECOMMENDED ACTION(S):

 

 

1.

Approve the following recommended appointments to the Orange County HIV Planning Council for the term ending December 31, 2021: Homero Beltran, Sandra Boodman, Michael Carson, Mark Coleman, John Conrad, Heather Enciso, Narciso Guevara, Liz Hall, Steven Madrid, Fernando Martinez, Jeanine Mumford, Darby Osnaya and Dr. Thomas Nakatsuchi.

 

 

2.

Approve the following recommended reappointments to the Orange County HIV Planning Council for the term ending December 31, 2021: Dr. George “Adam” Crits, Dr. Geeta Gupta, John Paquette and Dr. Christopher Ried.

 

 

 

3.

Approve the reassignment to the Orange County HIV Planning Council for the term ending December 31, 2021, for Cindy “Michelle” Gallardo.

 

 

 

 

SUMMARY:

 

The approval of 13 appointments, the reappointments of four current members and the reassignment of one member will ensure that the Orange County HIV Planning Council has members to conduct mandated activities that include priority setting and funding allocations for Ryan White Part A funds.

 

 

 

BACKGROUND INFORMATION:

 

The Orange County HIV Planning Council (Council), composed of up to 27 members, is an appointed body of your Honorable Board of Supervisors (Board). The mission of the Council is to “work in partnership with affected communities, service providers, philanthropists and public health professionals, to support an accessible, culturally competent continuum of HIV prevention and care services that promotes optimal health, fosters self-sufficiency, reduces stigma and discrimination and results in a community where new HIV infections are rare.”

 

The Council serves as the HIV Health Services Planning Council as required by the Ryan White Part A grant funding (Ryan White).  The Health Care Agency (HCA) receives approximately $6 million annually in Ryan White Part A funding, over which the Council has federally mandated responsibilities, that include:

 

1.

Developing a multi-year plan and conducting an assessment of Persons Living with HIV (PLWH) service needs that include: an epidemiological profile; an assessment of service needs and barriers; a resource inventory; a profile of provider capacity and capability; an estimation and assessment of unmet need (PLWH who are not in medical care); and an estimation and assessment of individuals who are HIV-positive and undiagnosed.

 

2.

Establishing priorities for care, treatment and supportive services for PLWH and determining the allocation of Ryan White Part A funds to services prioritized within Orange County, including instructions on how best to meet each priority.

 

3.

Assessing the ongoing efficiency of the administrative mechanism (i.e. HCA) to rapidly allocate funds to the areas of greatest need within Orange County.

 

The Ryan White grant includes specific requirements to assure that the Council has broad representation, including a requirement that membership be composed of at least 33 percent of members representing the unaligned (non-conflicted) consumer of HIV services. The grant also requires that the Council composition strive to reflect the local HIV epidemic with respect to gender, ethnicity, current age and one’s personal risk for HIV.  Membership requirements and the application process are defined in the Council Bylaws and policies and procedures. The Council maintains year-round open recruitment for qualified candidates, which is done in various ways. The HIV Planning and Coordination website includes information for members who are interesting in joining. Members of the Council recruit members at community events including the annual AIDS on the Frontline conference and AIDS Walk. With approval of these appointments, the Council still has the capacity to fill eight additional seats including two mandated categories. The vacant mandated categories include: (F) hospital planning agencies or health care planning agencies and (I) State Government (including the state Medicaid agency and the agency administering the program under part B of this subchapter).

Mark Coleman: Mr. Coleman is a foreign national living on an official basis in the United States, but not a United States citizen, and thus not a registered voter. Mr. Coleman is being recommended for the Council because of his dedication and service to the HIV Client Advocacy Committee. He meets a mandated membership category and is an unaligned consumer. The Council has struggled in meeting the unaligned consumer mandate (current representation is only two of eight members or 25 percent). The Council strives to have representation that aligns with the Orange County HIV epidemic. He meets the following requirements for reflectiveness: gender, ethnicity and HIV risk category. No other applicant fulfills the mandated requirements and reflectiveness on the Council. 

 

Heather Enciso: Ms. Enciso currently lives in Los Angeles County, but works in Orange County for Special Services for Groups. She is being recommended because she meets a mandated membership category. She also meets the following requirements for reflectiveness: ethnicity and current age. No other applicant fulfills the mandated requirements and reflectiveness on the Council. 

 

Liz Hall: Ms. Hall currently lives in Sacramento County and works for the Ryan White Part B program.  She fulfils the mandated category representing the state Office of AIDS and provides updates on statewide Ryan White activities. No other applicant fulfills this category.

 

Fernando Martinez: Mr. Martinez became a US citizen on November 13, 2019, he is currently not a registered voter but intends to register. Mr. Martinez is the current chair of the HIV Client Advocacy Committee and has been elected vice-chair of the Council. He is dedicated to providing a leadership role. The Council has struggled in meeting the unaligned consumer mandate (current representation is only two of eight members or 25 percent). The Council strives to have representation that aligns with the Orange County HIV epidemic. He meets the following requirements for reflectiveness: gender, ethnicity, current age and HIV risk category. No other applicant fulfills the mandated requirements and reflectiveness on the Council.

 

Darby Osnaya: Mr. Osnaya currently lives in San Bernardino County but works in Orange County for Special Services for Groups. He is being recommended because he meets a mandated membership category. He also meets the following requirements for reflectiveness: ethnicity, current age and HIV risk category. No other applicant fulfills the mandated requirements and reflectiveness on the Council.

 

Cindy “Michelle” Gallardo: Ms. Gallardo lives in Los Angeles County, but works in Orange County for the City of Anaheim. She is being recommended as a current member of the Council for reassignment from a general member seat to a mandated seat that recently became vacant. Ms. Gallardo fulfills the mandated membership category (L) grantees under other federal HIV programs, including but not limited to providers of HIV prevention services. She also meets the ethnicity reflectiveness requirement. No other applicant fulfills the mandated requirements and reflectiveness on the Council.

 

HCA requests your Board approve the proposed appointments, reappointments and reassignment to the Council, as referenced in the recommended actions.
