RECOMMENDED ACTION(S):

 

 

1.

Approve and adopt the plans and specifications, Notice Inviting Bids, Form of Proposal and Form of Agreement for next phase of the Jail Security Electronic Control Systems Capital Project, pursuant to the plans and specifications on file in the office of the Clerk of the Board.

 

2.

Authorize the Clerk of the Board to advertise for bids with the bid opening date of February 26, 2020 at 2:00 p.m., unless extended pursuant to Public Contract Code Section 4104.5.

 

 

 

 

SUMMARY:

 

Approval of the bid documents and authorizing the Clerk of the Board to advertise for bids for the next phase of the Jail Security Electronic Control Systems Capital Project will support Sheriff-Coroner Department in its efforts to improve security in the jails.

 

 

BACKGROUND INFORMATION:

 

The Sheriff-Coroner Department (Sheriff) is using old security electronic control systems, and one of the oldest of the jail security electronic control systems is located at the Intake Release Center (IRC) with 29 years of 24 hours a day, 7 days per week, 365 days per year, non-stop operation. The security electronic systems allow the Guard Station deputy/operator to control movement doors; provide the deputy/operator door status indication; seamlessly connect all needed audio communication paths; as well as display to the deputy/operator relevant surveillance video, all of which forms one single control point for all these systems.  The facilities are divided into areas with each area having a Guard Station operated by a deputy/operator.  Each Guard Station is controlled by its own discrete security electronic system.  When a security electronic control system fails, the corresponding area of that facility is rendered uninhabitable or unusable until the system is restored.

 

Major operating components such as industrial computers used in some facilities are no longer available for purchase and the current inventory is depleting without any source for replenishment.  Overall scope, after Module J Proof of Concept, involved the following areas:

 

  • IRC: All areas (nine Guard Stations total)
  • Theo Lacy Facility (TLF): Modules I, J, Barracks F, G and H (five Guard Stations total)
  • Central Men's Jail: Main Control
  • Central Women's Jail:  Main Control

 

On June 26, 2018, the Board of Supervisors (Board) approved the County's FY 2018-19 Budget, which included the initial phase of the Jail Security Electronic Control Systems Capital Project.

 

On March 12, 2019, the Board approved and adopted the plans and specifications, Notice Inviting Bids, Form of Proposal and Form of Agreement for the IRC Module J Controls Renovation project, which was the initial phase of controls renovations for the Jail Security Electronic Control Systems Capital Project.  On June 4, 2019, the Board approved the award of the contract for the IRC Module J Controls Renovation project to CML Security LLC, in the not to exceed amount of $502,020.  On November 19, 2019, the Board approved the execution of Amendment No. 1 to the contract with CML Security LLC for additional construction services to upgrade the cabling and wiring related to the security electronics controls in Module J of the IRC, in the not to exceed amount of $64,000, for a revised cumulative contract amount not to exceed $566,020.

 

Sheriff now requests that the Board approve the project plans and specifications, and authorize the advertisement for bids for the next phase of the Jails Security Electronics Control Systems Capital Project, which includes Modules I and J at the TLF and Modules L, M and N at the IRC.

 

Compliance with CEQA:  This action is not a project within the meaning of the California Environmental Quality Act (CEQA) Guidelines Section 15378 and is therefore not subject to CEQA, since it does not have the potential for resulting in either a direct or physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.  The approval of this agenda item does not commit the County to a definite course of action in regard to a project since it involves authorization to advertise for bids for the Jail Security Electronic Control Systems Capital Project.  This proposed activity is therefore not subject to CEQA.  Any future action connected to this approval that constitutes a project will be reviewed for compliance with CEQA.

 

 

FINANCIAL IMPACT:

 

There is no financial impact associated with these Recommended Actions.  However, after bids are received and evaluated, Sheriff will return to the Board for vendor selection.  Appropriations for this project are included in Fund 14Q, Sheriff-Coroner Construction & Facility Development for the FY 2019-20 Budget. Expense will be reimbursed by Budget Control 036, Capital Projects, a County General Fund Budget.
