SUMMARY:
Approval of Final Tract Map 17605, the Subdivision Improvement Agreement and actions related to the dedication of easements will provide for storm drain, sewer, water and monumentation for Planning Area 2, Subarea 2.3 of the Ranch Plan Planned Community.
BACKGROUND INFORMATION:
The area depicted in Final Tract Map (FTM) 17605 is located in the southeastern portion of unincorporated County of Orange (County), on the west side of Medano Street, north of Suerte Street, east of Esencia Drive, within the Ranch Plan Planned Community. It is located within Planning Area 2, Subarea 2.3, lots one through 14, 32 through 47, 56, C and I through O of Tract Map 17596 (Attachment K).
On November 8, 2004, the Board of Supervisors (Board) approved the entire 22,815-acre Ranch Plan Planned Community project, with subsequent settlement agreements finalized in August of 2005. The Master Area Plan for Planning Area 2, including Subarea 2.3 (PA130003), was approved on March 27, 2013, by the Planning Commission followed by approval of the corresponding "A" Vesting Tentative Tract Map (VTTM) 17563 on August 5, 2015, by the Subdivision Committee and two subsequent revisions on June 15, 2016, and September 20, 2016, respectively. On October 11, 2016, the Board approved FTM 17563.
On September 26, 2017, the Board approved FTM 17596. On June 5, 2019, the Subdivision Committee approved VTTM 17605, which represents a further subdivision of FTM 17596 and is part of the final development plan for Subarea 2.3.
Proposed FTM 17605 provides for the development of an 8.18-acre site with 62 numbered lots for conventional single-family detached dwellings, one numbered lot for a neighborhood pocket park and seven lettered lots for slopes and landscaped areas.
The County Surveyor has reviewed proposed FTM 17605 and has determined that it is in compliance with all conditions of approval and is in conformance with all applicable codes and regulations.
Compliance with CEQA: The proposed action is a necessarily included element of the project considered in Final Environmental Impact Report (FEIR) No. 589, certified by the Board on November 8, 2004, and the following addenda: Addendum 1.0, approved by the Planning Commission on July 26, 2006; Addendum 1.1, approved by the Director of Planning on February 24, 2011; Planning Area 2 Addendum, approved by the Planning Commission on March 27, 2013. These prior environmental documents adequately addressed the effects of the proposed action. No subsequent changes have been made in the project; no substantial changes have occurred in the circumstances under which the project is being undertaken; and no new information of substantial importance to the project which was not known or could not have been known when FEIR No. 589, Addendum 1.0, Addendum 1.1, and the Planning Area 2 Addendum were certified and approved have become known; therefore, no further environmental review is required.
