RECOMMENDED ACTION(S):

 

Authorize the County Procurement Officer or Deputized designee to execute Amendment Number Three to the Standard Aero Limited contract for engine overhaul and transmission services for helicopters, for the term of February 11, 2024, through February 10, 2025, in the amount of $1,632,500, for a cumulative contract total amount not to exceed $7,662,500.

 

 

 

 

 

SUMMARY:

 

Approval of Amendment Number Three to the Contract with Standard Aero Limited for engine overhaul and transmission services for helicopters will allow the Sheriff-Coroner Department to ensure its aircraft are maintained to provide safe and dependable service.

 

 

 

BACKGROUND INFORMATION:

 

The Sheriff-Coroner Department (Sheriff), through its Aviation Support Unit, provides airborne law enforcement services through the use of three Airbus helicopters and two Bell helicopters.  In addition to regular patrol functions, the helicopters are used for firefighting support, search and rescue operations in the Cleveland National Forest and off the Pacific Coast and marijuana eradication missions. The helicopters are also the lead airborne law enforcement resource for the County of Orange (County) in support of disaster relief and homeland security. The helicopters allow Sheriff to provide airborne support and assistance to areas within Sheriff's jurisdiction, plus other federal, state, county and city entities during mutual aid situations, including transport of emergency personnel and handling official business in support of County goals and objectives. Sheriff’s helicopters participate in joint operations with the Orange County Fire Authority and provide contracted services to the California Department of Forestry and Fire Protection (also known as CAL FIRE), the U.S. Forest Service and the City of Santa Ana.

 

In the summer of 2019, an Invitation for Bid was solicited for the engine overhaul and transmission services for helicopter and fixed wing aircraft. Three bids were received and evaluated.  As a result of that bid, on February 11, 2020, the Board of Supervisors (Board) approved a contract with Standard Aero Limited (Standard Aero) for a term of February 11, 2020, to February 10, 2022 (Original Contract). 

 

On February 1, 2022, the Board approved Amendment One to the Original Contract, extending the term to February 10, 2024.

Contract increase is primarily due to manufacture's price increase of the Safran engine overhaul service. The contract increase was for upcoming services. Pursuant to County's 2021 Contract Policy Manual section 3.3.

 

Sheriff now requests Board approval of Amendment Three to the Original Contract with Standard Aero for the term of February 11, 2024, through February 10, 2025, in the not to exceed amount of $1,632,500 as noted in the Recommended Action. This contract has no additional renewal terms remaining in the current contract; however, Sheriff plans to rebid services before the end of the current term. 

 

The Contractor's performance has been confirmed as at least satisfactory. Sheriff has verified there are no concerns that must be addressed with respect to Contractor's ownership/name, litigation status or conflicts with County interests. This contract does not currently include subcontractors or pass through to other providers. See Attachment C for the Contract Summary Form. The Orange County Preference Policy is not applicable to this contract amendment. 

 

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this contract are included in the Sheriff-Coroner's FY 2023-24 Budget for Budget Control 060, and will be included in the budgeting process in future years. The contract contains language allowing the Sheriff-Coroner Department to terminate the contract without penalty with cause or after 30 days of written notice without cause in the event that funding is reduced and/or not available to continue funding the contract.
