RECOMMENDED ACTION(S):

 

Authorize the County Procurement Officer or Deputized designee to execute Amendment No. 2 to renew the subordinate contract with The Alpha & Omega Group Security Services Inc for Unarmed Security Guard Services, effective April 1, 2024, through March 31, 2025, in an amount not to exceed $470,000, for a cumulative total amount not to exceed $2,340,000.

 

 

 

SUMMARY:

 

Approval of Amendment No. 2 to renew the contract for Unarmed Security Guard Services will allow OC Public Works to provide security guard services at the Glassell Yard Complex, Collins Yard Complex and Rossmoor Pump Station.

 

 

BACKGROUND INFORMATION:

 

Unarmed Security Guard Services (Services) are required for the Glassell Yard Complex, the Collins Yard Complex and the Rossmoor Pump Station (Complexes) because of the location, size and the nature of these facilities. The Complexes require security during non-business hours and holidays. Due to the size and various entrance and exit points, these facilities cannot be completely locked down to prevent trespassing. The County of Orange (County) has used contract Services for the provision of security guards since 2003.

 

On December 18, 2019, the County Procurement Office (CPO) issued an Invitation for Bids for Services through the County online bidding system. Prior Board of Supervisors (Board) and CPO actions related to subordinate Contract MA-080-21011126 (Contract) with The Alpha & Omega Group Security Services Inc (Contractor) are summarized in the table below.

The Orange County Preference Policy is not applicable to subordinate contracts based on RCAs and is not applicable to this Contract renewal.

 

OC Public Works is procuring these Services in accordance with the 2021 Contract Policy Manual Section 3.3-102.

* The previously approved amount does not roll over to the renewal term. The requested amount carries a small contingency for emergencies. 

 

OC Public Works is recommending Board approval to authorize CPO or Deputized designee to execute Amendment No. 2 to renew the Contract with the Contractor for Services, effective April 1, 2024, through March 31, 2025, in an amount not to exceed $470,000, for a cumulative total amount not to exceed $2,340,000.

 

The Contractor’s performance has been confirmed as satisfactory. OC Public Works has verified there are no concerns that must be addressed with respect to Contractor’s ownership/name, litigation status or conflict with County interests.

 

An analysis was conducted to determine the cost/benefit of contracting out versus providing Services in-house. Based on this analysis, OC Public Works has determined that contracting for Services allows for greater efficiency in providing the Services.

 

This Contract does not currently include subcontractors or pass through to other providers. See Attachment B for the Contract Summary Form.

 

Prior to contract expiration, OC Public Works plans to issue a solicitation to continue Services.

 

Compliance with CEQA: This action is not a project within the meaning of CEQA Guidelines Section 15378 and is therefore not subject to CEQA, since it does not have the potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment. The approval of this agenda item does not commit the County to definite course of action in regard to a project since it is an administrative activity for a Contract for Services. Any future action connected to this approval that constitutes a project will be reviewed for compliance with CEQA.

The proposed Contract includes a provision stating the Contract is subject to, and contingent upon, applicable budgetary appropriations being approved by the Board for each fiscal year during the term of this Contract. If such appropriations are not approved, this Contract may be immediately terminated without penalty to the County.
