$6,161,880, for a revised cumulative contract total amount not to exceed

SUMMARY:
Approval of Amendment No. 4 to
renew the Contract with Anaheim Global Medical Center, Inc., for the provision
of Inpatient Hospital Services for Correctional Health Services will allow
continued provision of medical care to persons in Orange County's custody at
its detention facilities.
BACKGROUND
INFORMATION:
The Health Care Agency is
requesting your Honorable Board of Supervisors' (Board) approval of a Renewal
Amendment with Anaheim Global Medical Center, Inc. (AGMC) for Inpatient
Hospital Services.
The County of Orange (County) is
mandated to provide medical care to persons in the County's custody pursuant to
State of California Penal Code Sections 4011 and 4015 and Government Code
Section 29602. The Health Care Agency's (HCA) Correctional Health Services
(CHS) Programs is the designated provider of medical care to persons in custody
on behalf of the Orange County Sheriff's Department (OCSD) for adults and on
behalf of the Probation Department for youth residing at Juvenile Hall and
associated camps, and currently contracts with AGMC to provide Inpatient Hospital
Services for CHS. This is the last renewal and the HCA plans to issue a
solicitation to continue services at the conclusion of the proposed contract
term. Prior to contract expiration HCA plans to issue a solicitation to
continue service. The Orange County Preference Policy is not applicable to this
Amendment.
On June 2, 2020, the Board approved
the selection of and Contract with AGMC for provision of Inpatient Hospital
Services for CHS for the term of July 1, 2020, through June 30, 2021, and the
additional actions below have been executed pursuant to Board Authority.

Scope
of Services
AGMC has been providing Inpatient
Hospital Services for CHS since 1989 and provides a locked detention unit
staffed by members of the OCSD. The unit consists of 11 inpatient hospital beds
and clinical exam space, paid at a negotiated rate, with services provided 24
hours a day, seven days per week, including inpatient hospital, emergency and
outpatient specialty care to in-custody patients requiring those services.
Performance
Outcomes
From January 1, 2023, through
November 30, 2023, 335 inmates and youth required hospitalization, and 2,483
inmates and youth received outpatient specialty services in the unit.
The Contractor’s performance has been
confirmed as satisfactory. HCA has verified there are no concerns that must be
addressed with respect to Contractor’s ownership/name, litigation status or
conflicts with County interests.
The proposed Amendment No. 4 with AGMC
does not currently include subcontractors or pass through to other providers.

HCA requests the Board approve Amendment
No. 4 to renew the Contract with AGMC for the provision of Inpatient Hospital
Services for CHS, as referenced in the Recommended Actions.
FINANCIAL
IMPACT:
Appropriations for this Amendment
will be included in Budget Control 042 FY 2024-25 Budget.
The proposed Contract includes
provisions allowing HCA to terminate the Contract, reduce the level of
services, and/or renegotiate the levels of services provided, as necessary.
This includes a notice that allows HCA adequate time to transition or terminate
services to clients, if necessary.
