RECOMMENDED ACTION(S)
Authorize the Purchase Agent, or designee, to execute Price Agreement No. N1000008404 with Forensic Science Service, Ltd. for Forensic Software Licensing and Maintenance, Sample Collection Kits, Sample Analysis, and Data Upload for a one-year period commencing on February 1, 2007 through January 31, 2008 in an amount not to exceed $ 875,000, non-renewable.
SUMMARY:
The Office of the District Attorney requests authorization for the Purchasing Agent or designee to issue and execute sole source Price Agreement No. N1000008404 with Forensic Science Service Ltd. for Forensic Software Licensing and Maintenance, Sample Collection Kits, Sample Analysis, and Data Upload for a one-year period commencing February 1, 2007 through and including January 31, 2008 in an amount not to exceed $875,000 non-renewable.
BACKGROUND INFORMATION:
The Office of the District Attorney represents the People of the State of California in all criminal and some civil proceedings, serving the courts, the criminal justice system, and the Orange County Grand Jury as well.
DNA analysis has increasingly become a powerful tool in solving crime and preventing criminals from repeat offenses through early identification. Moreover, law enforcement agencies can use DNA to narrow the scope of potential suspects through DNA profiles.
To augment existing DNA processing efforts, the Office requested and by Minute Order dated August 22, 2006, your Honorable Board approved a price agreement with Serological Research Institute for DNA Forensic Analysis.
The United Kingdom is the worldwide leader in use of DNA forensic technology in the detection of crime. The UK has implemented innovative procedures and Forensic Science Services, Ltd. (FSS) is the principle provider of forensic science to the UK criminal justice system. The Office requests your Honorable Board authorize the issuance and execution of sole source Price Agreement # N1000008404 with Forensic Science Services, Ltd. (FSS) for Forensic Software Licensing and Maintenance, Sample Collections Kits, Sample Analysis and Data Upload to a County of Orange DNA database.
FINANCIAL IMPACT:
The costs of this contract will be paid out of the District Attorney's portion of Fund 14B, Public Safety Sales Tax. The Office will coordinate with the CEO Budget Management Section to include additional appropriations and revenues for this contract in the Quarterly Budget Report to the Board.
